Emergency Threshold Closure Protocol

When the protocol applies

This protocol applies when the Registrar or the Frame Integrity department determines that a threshold — an entrance, a corridor, a room, or a frame boundary — requires emergency closure for reasons of site safety, object protection, frame instability, temporal event management, or imminent risk to staff, visitors, or custody partners.

Immediate actions

Upon a closure determination: the affected threshold is closed and its status updated in the entrance register; staff and visitors in the affected area are directed to the nearest stable exit; objects in proximity to the affected boundary are assessed for movement if safe to do so; and the Frame Integrity department is notified immediately.

Closure does not require ministerial authorisation for the initial action. The Registrar must approve any closure exceeding forty-eight hours.

Notification

Affected members and partners with scheduled visits or custody arrangements through the closed threshold are notified as promptly as circumstances allow. The entrance register is updated and, where safe, a public notice is added to the Local Entrances page.

Re-opening conditions

A threshold is re-opened only when the Frame Integrity department is satisfied that conditions are stable, any precipitating event is closed, and the threshold is safe for its intended use. Re-opening is documented in the incident record. Some thresholds remain closed indefinitely.
