Technical note: removable media custody around telemetry often involves chain-of-custody language borrowed from medical or legal evidence handling. If Dan saw people-like treatment, that can be a protocol artifact, not a metaphysical hint.

Elaine is probably right about part of it. The rules can make ordinary things feel sacred. I keep trying to remember what was actually there before the rules made it glow.

That is a good sentence and a useful discipline. Memory under secrecy grows mold. You have to scrape the procedure off the object before you can describe the object.
