1.0 The Partner

The programme maintains a single external research-sharing arrangement, with a civilian scholarly collection that has the expertise to study recovered objects the programme cannot, and the discretion to do so quietly. The partner is referred to internally only by codename — AUREATE — and never by its public identity in programme traffic. Externally it accessions under the prefixes the programme knows as the Athenaeum and the Aurei; internally, both are AUREATE.

The arrangement is asymmetric and deliberately so. AUREATE receives selected non-hazardous material and the scholarship that goes with it. It does not receive the programme's operational core, and it does not ask.

The register is append-only and mirrors the discipline of the Destination Registry: nothing is removed; recall changes status, not the row.

GOVERNANCE: all transfers pass the Partner Liaison and are logged here before they leave the vault. AUREATE has, to date, kept every term of the arrangement — which is the only reason it continues.
