Rows are never deleted. A bearing that proves unstable is retained with survey = NOT SURVEYED rather than removed, so the record of what we have refused to dial stays intact. GG-D7 ("Behind the Sun") is a non-hostile standoff contact held off active survey pending a separate handling decision; it remains in the table at survey = STANDOFF and is not to be dialled by this programme.
2.0 Schema
The table is append-only and versioned. Columns are added as the programme learns to record more; historic rows are back-filled where they can be and left null where they cannot, which is why last_survey is empty on the early bearings.

New environment classes are added to the enum, not forced onto an existing value, when a survey finds something the model does not hold. The registry is built to be wrong about how many kinds of place there are.
