For anyone filing, request final reports, statement of work attachments, and modification notices, not just the original contract. The strange terms often live in modifications because that is where a thing becomes more specific than the glossy first award.

My last appeal succeeded only because I asked for modification notices. Nell is right. The first denial told me there was no responsive report, but the mod notice admitted the report existed by name.

Dan, when you come back, did the tapes have human names or numbers?

Numbers. The people treatment was in handling, not labels. Sorry if my phrasing led somewhere else.

Yes. The problem with a mature hoaxer is that humility becomes part of the mask. The problem with a real witness is that suspicious readers punish every normal adaptation. No easy route.

The disinfo value here may not be Dan convincing us. It may be Dan training the forum to distrust every future insider because the whole exercise becomes exhausting.
