02:17 is a time. It is also, at SW8, a recurring event. The Founding Event occurred at 02:17. The CMS runs its daily backup at 02:17. The Founder arrives, sends, and acts at 02:17. Legal counsel's updates on the procurement document arrive at 02:17. The Signal Array's monthly tone begins at 02:17. The favicon's small lit window shows the figure inside checking a watch at 02:17. These facts were collected separately, by different people, for different reasons, over years. They were not assembled deliberately. They assembled themselves, on a whiteboard, overnight, and were found in the morning, in a hand no one recognised, under the heading: IT IS THE SAME MINUTE.

PROPERTIES

• 02:17 occurs in every timezone. At SW8, the 02:17 events occur in every timezone simultaneously — the backup, the email, the tone all fire at once, globally, at a single shared 02:17 that does not respect the rotation of the Earth. The NTP servers have been consulted. The NTP servers report the correct time and then, at 02:17, briefly agree with each other to a precision that is not physically possible, before returning to normal disagreement.
• Staff who are awake at 02:17 report a sensation described variously as "being briefly cc'd on something," "the feeling right before a meeting starts," and "the building inhaling." The sensation lasts under a second. Productivity in the following hour is measurably elevated. Wellbeing has declined to recommend staff stay awake for it.
• Clocks in the building do not skip 02:17, but several staff have reported looking at a clock at 02:16, looking away, and looking back to find it is 02:18, with the intervening minute "accounted for but not experienced." The minute is not lost. The work done in it exists. The doing of it is not remembered.

One non-terrestrial client exists only at 02:17, and has accordingly been placed on a retainer billed in minutes that recur. The relationship is, by all accounts, the agency's most punctual.
